EX-001 Coffee Machine Exception

Emergency caffeine procurement is approved when employee sentiment, deployment frequency or meeting volume creates a material risk to continuity.

Exception Rationale

The office coffee machine is classified as business-critical infrastructure due to its dependency relationship with incident response, executive tolerance and Moira’s ability to process inbound calendar invitations without visible damage.

Standard procurement timelines are not suitable for caffeine continuity events because the organisation’s operational confidence degrades faster than purchasing can raise a supplier onboarding form.

Scope Of Exception

This exception permits expedited procurement, repair, replacement or tactical support of the coffee machine where any of the following conditions are met:

• More than three meetings are scheduled before 10:00
• A production incident is active
• A production incident is not active but feels likely
• Moira has said “fine” twice in one hour
• Derek has suggested instant coffee as a cost-saving measure
• The phrase “decaf is basically the same” has been used in a shared area

The exception does not cover novelty syrups, decorative mugs or any bean described as “disruptive”.

Approved Activities

Under this exception, authorised staff may:

• Purchase replacement parts without completing a three-vendor comparison
• Engage an emergency engineer before legal has reviewed the kettle fallback position
• Maintain a strategic bean reserve
• Override facilities budget sequencing
• Prioritise espresso failover above non-critical meeting room issues

All activity must be retrospectively documented once the organisation is caffeinated enough to type accurately.

Control Requirements

Even under exception, the following controls remain mandatory:

• Spend must be recorded
• Receipts must not be stored inside the grinder
• Machine access must be limited to trained or convincingly confident personnel
• Any milk-related incident must be escalated immediately
• Tux must not be used as a freshness indicator

Where controls conflict with operational survival, Moira may approve temporary deviation using the phrase “not today”.

Risk Assessment

Failure to maintain coffee availability may result in:

• Increased meeting duration
• Reduced incident response quality
• Passive-aggressive ticket updates
• Governance decisions made while under-caffeinated
• Derek attempting morale communications

Residual risk is accepted on the basis that the alternative is worse and has been observed.

Review And Expiry

This exception remains active until the coffee machine has demonstrated stable service for 30 consecutive business days, excluding Mondays, release days and any morning after a board meeting.

Renewal is automatic if the machine makes a noise that causes engineers to look at each other.
