GP-003 Excessive Optimism Policy
Optimistic delivery estimates must be counterbalanced by budget reality, historical evidence and Derek's facial expression.
Optimism is permitted as a cultural value but must not be used as a project plan, risk treatment or procurement justification.
Repeated optimism may trigger a spreadsheet review.
Objective
This framework defines acceptable levels of optimism in delivery planning, commercial forecasting and executive update meetings.
Optimism remains valuable when used to maintain morale, unlock budget or keep the room from asking detailed questions. It becomes a governance concern when it replaces evidence, capacity, architecture or a working system.
Optimism Thresholds
Statements must be classified as follows:
- Healthy Optimism: “We have a plan and some tests.”
- Managed Optimism: “We have a plan and know where the tests should go.”
- Excessive Optimism: “The platform should scale because it did last time.”
- Critical Optimism: “No rollback required.”
- Executive Optimism: “This is strategically aligned.”
Anything above Managed Optimism requires review by Derek or a spreadsheet Derek has recently opened.
Required Countermeasures
Teams displaying optimism must provide at least two of the following:
- Historical delivery evidence
- Cost model
- Named owner
- Dependency map
- Tested rollback
- Someone in security not actively frowning
Where no evidence is available, the optimism must be reclassified as narrative and removed from the delivery plan.
Forecast Adjustment
All optimistic estimates must be adjusted using the Notwerking Confidence Conversion Model:
- Add two weeks for every external dependency
- Add one meeting for every stakeholder
- Add three meetings if the stakeholder says they are “just being kept informed”
- Add one budget cycle if Derek asks whether this is “already included”
- Add an unknown duration if IAIN volunteers to help
Forecasts may only be described as committed once the adjusted date has survived a governance review and nobody has laughed.
Reporting Requirements
Quarterly reports must distinguish between:
- Delivery confidence
- Commercial confidence
- Emotional confidence
- Confidence expressed because the client was present
Combining these figures into a single green status is prohibited unless the dashboard is already being shown to executives.
Corrective Action
Persistent excessive optimism may result in mandatory reality calibration, estimation training or temporary assignment to Derek’s budget workbook until confidence returns to measurable levels.
