Penguins In Governance

Penguins provide non-verbal executive presence, low meeting noise and a strong visual reminder that not every stakeholder needs to speak.

Tux should be considered present for quorum purposes only when physically visible.

Penguins may be introduced into governance settings where a meeting requires senior presence but would not benefit from additional opinions. Their value is primarily observational, symbolic and difficult to challenge in minutes.

Approved use cases include:

• Governance boards requiring visible executive oversight
• Risk reviews where silence would improve decision quality
• Change advisory meetings approaching conversational saturation
• Strategic workshops in need of composure
• Stakeholder sessions where nobody should be encouraged

Penguin participation should be recorded as “observed” unless the penguin leaves early, in which case the meeting should consider whether it has lost executive confidence.

Do not assign action items to penguins unless the action can be completed through stillness, judgement or fish consumption.
